The first slot is available once the residence reaches level ten. A second one becomes available after the residence is fully developed to level twenty. To settle a new village you must have an available expansion slot and then train three settlers who can found a new village. To conquer a village, you must, depending on your race, train a chief, chieftain, or a senator who can then be used to conquer an enemy village. You have to specifically research chiefs, chieftains, and senators before you can train them in the residence. Settlers will be immediately available as soon as you reach level 10 or level 20.
