Ensign Spencer received minor fame early on in his career when, while on a routine maritime patrol, he became involved in a standoff with a foreign MiG28 encroaching on Luthori territory and performed a 4G inverted dive in the process of warding it off. Though lauded in some corners of the press, Spencer was officially reprimanded by the Navy. While still actively serving as a naval aviator, Spencer stood for a seat and was elected to the Diet in his home Duchy of Yodukan in 3850, at which point he was moved to the reserve rolls. In 1954, after the disappointing results of the General Election and the abdication of Charles of House Steuart-Geharon as Emperor, Spencer led a group of brash, young conservative backbenchers to mount a practical coup inside the Cavalier Party and push aside the old party leadership. In 3859, Spencer led a Cavalier revival, wherein the Party won a full quarter of the Diet's seats. Though not enough to achieve a majority, Spencer was able to form a coalition government with center-right partners, the Liberal Alliance and the Progressive Party, launch an ambitious legislative program to enshrine the traditional institutions of the Holy Luthori Empire, and restore Emperor Charles X to the throne.
