Timothy Sinclair was one of many orphans raised there. (Star Trek: Pendragon) The Enclave was constructed in the 2160s. Originally designed as a short-term home for orphans of the Earth-Romulan War, eventually it became a more permanent facility for Starfleet orphans who had no other family, housing as many as two-thousand at a time. Though many of these orphans would be adopted or placed into foster care, others would remain at the Enclave until well into their teenage years. Most of those would go on to enter Starfleet Academy. A labyrinth of more than fifty sub-levels was constructed beneath the Enclave's surface campus. These sub-levels contained medical facilities, habitat wards, research and scientific laboratories, and special projects.
