The concentrated water chakra rises toward the sky causing clouds to form overhead. The clouds create chakra rich rain, which begin to fall onto the area below. The chakra in the rain weakens any and all Fire Release or heat-based techniques used while augmenting Water and Electric-based techniques. When used in the right hands the rain can weaken even the likes of flames previously thought of as untouchable like Amaterasu and can turn the simplest water techniques into a force to be reckoned with. When enough chakra is used the rain can become sensitive enough to affect the users of such nature transformations. Weakening Fire Release users themselves and empowering Water Release users, but in most cases it isn't by much.
