His reasoning for such a high bounty despite no crew and sailing alone is majorly contributed from the factor of his knowledge of swordsmanship from the Void Century. Making him an incredible threat to the World government should his style of swordplay catch on in the world. As well as his constant meddling in affairs of the marines regardless of what island they are on. The fact that he merely wanders around from island to island makes him all the harder for the World Government to pre-determine where he will be, purely because of his spontaneous yet overly dramatic arrivals.
