The special smoke combines with Okano's Shikotsumyaku to make a far weaker version of the All-Killing Ash Bones Technique. In fact, the bone itself doesn't even turn the target to ash. The attack can easily be mistaken for Kaguya's All-Killing Ash Bones, but it is much weaker. The bone itself is supposed to come in contact with the opponent's bone by piercing into the opponents body (anywhere where there's bone). This would allow Okano to control the skeletal structure in an opponents body. However, Okano needs to concentrate intensely or else the special effect won't work. Ume will also be busy with maintaining his Chakra-Suppressing smoke/ash. Both of these weaknesses leave both brothers wide open, but Ume still has the option of turning into smoke. Ume's main purpose in this technique is to provide cover for the bone to impact the opponent. His smoke screen can effectively block an opponents vision, provide more attack opportunities, and even provide cover for an escape.
