He was the second of six children and his family moved to Orange County, California in 1901, where he attended Fullerton High School. While pitching for Weiser in the semi-pro Idaho State League (and working for the local telephone company), Johnson was scouted and signed a contract with the Washington Nationals (later Senators) in July 1907 at age nineteen.

By the age of 16 Walter was employed as an accounts clerk, living in his parents' home in Hoxton. In 1867 he married Marion Holsner Pinchard in Clerkenwell. He was elected to the first London County Council in 1889 as a Moderate Party councillor representing Hackney Central. He served a single three-year term, losing his seat in 1892 to a Progressive Party opponent. He attempted to regain the seat without success in 1895. He continued to be active in politics as Chairman of the Central Hackney Conservative Association. When the Metropolitan Borough of Hackney was created in 1900, Johnson was elected to the borough council as a councillor for Kingsland ward and presented a gold mace. He served as the second Mayor of Hackney in 1901-02. He was knighted in the Birthday Honours 1905, and became President of the Association of Valuers of Licensed Property.
