K.J. Ludwick was an administrative assistant in the Human Resources and Recruitment Division. In 2244 he noticed that colonists whose living quarters were closer to the hull of a ship, further to the edge of the Sol system, and whose station had thinner hull, had higher statistical probability of birth defects and mutations. The "Space Syndrome" was then attributed to the alleged Planck Radiation. After this correlation, disappointed parents were encouraged to relocate inwards and try again.
