Wheelo's Fortress is a giant floating fortress created by both Dr. Wheelo and Dr. Kochin. The citadel looks like a bigger version of Dr. Wheelo's cyborg form. The two doctors use it to travel either on or under water. It is where they conduct the researches that led to the creation of the Bio-Warriors, Misokatsun, Kishime, and Ebifurya. It is also where Dr. Kochin transformed Dr. Wheelo into a cyborg in order to save him from death.
