Garm was introduced into Earth VII in the March 2012 Revision. One of two (magically animated stone figurines of lions, together with Fen-Ri) summoned by the First Emperor, he was assigned to guard the Cerberon Palace and also watch over the Emperor. However, the next emperor did not keep the promise and as Garu kept reminding him not to stray from the right path, he was instead sent to the tunnels underneath the palace, guarding the Secret Passage into the building. Here, he faithfully followed through with his task, "devouring countless fragments over the course of the centuries", as they tried to enter the palace through the underground passage. In Norse mythology, Garm was a giant dog which guarded Helheim, the land of the dead. Garm lived in a cave called Gnipahellir. Garm's coat of fur was soaked in blood. He was considered second only to Fenrir in ferocity. Garm is prophesied to kill the god Tyr (Norse god who lost his hand imprisoning Fenrir), who will also kill Garm, in Ragnarok, the Norse end of the world. Note the similarity between Garm of Norse mythology and Cerberus of Greek mythology.
The evil brother of the Wizard Sumner, Garm once snuck into his brother Sumner's tower out of jealousy as Sumner was seen as a much better mage than him. While Sumner was happily in one of his realms, Garm took 12 out of 13 runestones to try and conjure something he could use to his control. Garm, using the twelve Runestones, released Skorne, not knowing the demon could only be controlled by all thirteen runestones. So the foolish Garm was crushed by Skorne and sent to the Underworld. He lived there for what seemed years, hung by his arms onto a wooden frame.

Also known as the Black Axe (黒斧, Kokufu), Garm is, alongside the Dark Tome Gleipnir, one of Grado's Sacred Twin treasures. As with all other Sacred Twin weapons, Garm has the ability to inflict effective damage against Monster units. When equipped, this axe grants its wielder a bonus of +5 to their Speed. Since most axe users generally lack speed, this bonus is very appreciable.

Garm clearly detested working with the other mercenaries, and was even more contemptuous of the freelancers that were brought in to act as cannon fodder. When Commander Shepard disguised as one such freelancer talks to Garm he is rude and insulting, but also completely stoic.
