To maintain order and preserve the laws of the village, the police have authority to arrest any citizen who was breaking the law, though they had no authority to arrest heads of state, Hunter-nin, ANBU-level shinobi or elders without a certified letter with the signing of the Mizukage. During the decades preceding the appointment of Mei as Mizukage, the organization was not subordinated to any clan and so was easily dominated by corrupt and disloyal members. To maintain order and preserve the laws of the village, the police have authority to arrest any citizen who was breaking the law, though they had no authority to arrest heads of state, Hunter-nin, ANBU-level shinobi or elders without a certified letter with the signing of the Mizukage. However, in the early days of the creation of the police force there are several ways to circumvent these rules. In the system of the Village of the Bloody Mist, officers of the police corps were commonly involved in persecutions of users and clans that possessed kekkei genkai and often their involvement in the unlawful massacres or in the torture of prisoners were concealed. During the massacre of the Kaguya Clan and the war against the Baeru Clan, members of the military police were present int combat. When Mei took over as Fifth Mizukage, all corrupt officials or those who were involvement in the persecution of kekkei genkai users were exonerated of their positions and thus began a renovation in the Military Police Corps, whose leader became Harumi Baeru, appointed by the Mizukage herself. By taking the Military Police Corps, Harumi appointed her former teammates for the most important positions, because according to her, it was necessary that the police officers were full of her confidence. Another significant change was the emblem of the police corps, which became a four-pointed dark star with the Baeru Clan's symbol at its center.
