In the terminology of diplomacy, a "red sector" is an area, of varying size, that off-limits to a government or group of governments as a result of a mutual agreement. The Federation has strict rules in place regarding contact with a red sector in accordance with the Prime Directive. In the 2350s, the government of PojjanPiraKot expelled all offworld representatives from their planet, leading the Federation to declare their world as existing in a red sector. (TNG - Double Helix novel: Red Sector) Red Sector was an area of Babylon 5 that served as the station's commercial area. Businesses such as hotels, casinos, bars, and conference areas could be found here. Medlab, Security headquarters, and the Judiciary were also located in Red Sector. Access to Red Sector was unrestricted. The Red Sector was a sector on Alderaan known for illicit activities such as prostitution. Buildings contained within the sector included the Hutt's Tail cantina and three storage facilities, the middle of which was used by the Cell for meetings with potential recruits. Red Sector was not used during the graveyard shift and the Cell had deactivated the visual sensors of the simple droids which worked the storage facilities at night. Security details working Red Sector were expected to sweep the area three times in an eight-hour shift, with a full sweep taking forty minutes.

A Starfleet security team is in the middle of a complicated landing on the planet PojjanPiraKot under command of a nervous and inexperienced junior officer, Ensign Eric Stiles. The team scrambles to enter the Federation embassy building, where dignitaries are waiting to be escorted off of the planet, which has ordered all offworlders to be expelled. Ensign Stiles meets one of his personal heroes, Ambassador Spock. Stiles points out the Spock served with his grandfather, John Stiles, during the Battle of Icarus IV. The evacuation is problematic, as there are nearly twice as many Federation individuals than Stiles expected, and the rioters step up their activities, hurling garbage and incendiary devices at the Federation evacuees, but all make it safely aboard the shuttle, Oak 1.
