But those with enough ability such as Akagi could forcibly control Hiruko but still would need to figure out how to fully use the weapons. Though with Tame's ability is using Chakra Threads, he can use Hiruko's fingers to shoot out chakra threads as well to control more puppets while controlling Hiruko with ease.
