The First Minister was the leader of the reconstituted Coalition of Ordered Governments in the post-Locust War era, replacing the title of Chairman. It is unknown how First Ministers attain the position, whether by election or appointment. The First Minister was also provided with security and bodyguard services by C-Sec. A First Minister was elected by an absolute majority of the popular vote during each election cycle. If he or she is incapacitated, incommunicado, or dead, then the Chairman of the Senate would primarily choose an new First Minister from among the Cabinet of Ministers as defined by the line of succession. This individual would act as an interim First Minister until the proper head of state returned or if a new one is elected. The First Minister could also be removed from office by a two-thirds majority vote of the Senate on the invocation of a Vote of No Confidence by a quarter of senators due to a lack of support.
