For warrior and priest class group, constitution modifies their HP for the first 9 levels, for wizard, rogue class group, the first 10 levels. For example, a Ranger with 18 constitution gains 1d10+4 HP each level from 1 to 9 and a fixed +3 each level afterwards; a Mage with 15 constitution gains 1d4+1 HP each level from 1 to 10 and a fixed +2 each level afterwards. The effects of constitution altering are retroactive, whenever the score changes, hit points are immediately added or subtracted. Having 20 or more constitution also grants HP regeneration. Dwarves, Halflings and Gnomes, get bonuses called "shorty bonuses" to Saving Throws based on their constitution, Dwarves and Halflings both have the bonus added to their death, wands and spells ST, while Gnomes receive this bonus to vs. wands and spells, these bonuses are re-calculated only on level-up. Constitution also effects how much time spent before a character gets fatigued and their capacity for liquor. The classic Baldur's Gate manual describes a "resurrection chance" based on constitution, but this is not actually implemented in game. All companions can be resurrected regardless of their constitution score provided their body is salvageable, that is, the companion's hit points haven't been reduced below -10, or been turned to stone and subsequently shattered. On normal difficulties and below, companions can be resurrected even if their body are destroyed. Constitution (also known as health or HP) is a skill that affects how many hitpoints a player or monster has. Hitpoints represent the amount of damage a player or monster can withstand before it dies. Death occurs when a player or monster's hitpoints reach zero. The Constitution skill is automatically trained in any fight with any of the combat styles Attack, Strength, Defence, Ranged and Magic. You will not gain Hitpoints experience when enchantment spells, support spells, teleportation spells or alchemy spells are used, as they deal no damage directly. Players may restore their hitpoints with food or Saradomin brews. There are also a few gloves that require a certain Hitpoints level before players can wield them. Constitution represents the health and stamina of a character. High constitution increases the number of hit points a character has (affecting how much damage they can take), and this makes it important for everyone, but especially so for fighters. If constitution ever increases, hit points increase retroactively as well. Spellcasters also need strong constitution to keep their spells from being interrupted during combat. Saves: The saving throw to which the constitution modifier is added is fortitude. Skills: The skill to which the constitution modifier is added is concentration. Classes: The class with features affected by constitution is barbarian. Specials: The constitution modifier is added to the hit points gained each character level, subject to a minimum of 1 hit point per level. Boosts: The standard methods for boosting constitution include aura of vitality, endurance, barbarian rage, defensive stance, war domain powers, and the pink ioun stone. Constitution is unusual among the abilities in that, while it is useful for all characters, few characters benefit enough from exceptional constitution to make it worth the cost. Consequentially, few players will leave constitution as low as possible, but at the same time, few choose constitution when a base ability score can be increased (every four levels). Among those who do choose to increase the base constitution score, most are satisfied upon reaching a base score of 22, the first increase in the constitution modifier after qualifying for epic damage reduction. The addition to hit points is dynamic in that whenever a character's constitution changes (up or down), the hit point bonus (or penalty) is recalculated, changing that character's maximum and current hit point levels. Bonus hit points from constitution are added "underneath" a character's rolled hit points. That is, damage is taken first from the rolled hit points, then from the bonus from constitution. The result is that the difference between maximum and current hit points is retained. Thus, a creature with few hit points may be killed by a reduction in constitution. For example, if a level 4 character has been reduced to 3 hit points, then reducing that character's constitution modifier by 1 will immediately remove 4 hit points from the character's maximum and current hit points, leaving the character dying with -1 hit points (unless the above minimum comes into play). In a situation like this, experience points (if any) are awarded to the last character to injure the victim, not necessarily the one who caused the reduction in constitution. Having a higher Constitution decreases the amount of damage (health loss) taken from your own missed Dailies and from clicking your negative Habits (e.g., succumbing to junk food). Constitution does not decrease the amount of damage received from bosses. In other words, boss damage is calculated without anyone's Constitution taken into account, regardless of whether the source of the missed Daily is you or a member of your party. A player of any class can increase their own Constitution by allocating stat points to it or by wearing equipment that provides a CON bonus. Healers and Warriors gain additional class bonuses for wearing the CON-providing armor and shields that are specifically intended for their class. Healers and Warriors can also temporarily buff their own and their party members' Constitution using the skills Protective Aura and Intimidating Gaze, respectively. The amount of increase in Constitution depends on the caster's unbuffed Constitution. Protective Aura is more powerful than Intimidating Gaze, so a Healer is always more effective at buffing CON than a Warrior with the same CON. Article 3. - La souveraineté nationale appartient au peuple qui l’exerce par ses représentants et par la voie du référendum. Aucune section du peuple ni aucun individu ne peut s’en attribuer l’exercice. Le suffrage est universel, direct, égal et secret. La loi favorise l'égal accès des femmes et des hommes aux mandats électoraux et fonctions électives. Article 4. - Les partis et groupements politiques concourent à l’expression du suffrage. Ils se forment et exercent leur activité librement. Ils doivent respecter les principes de la souveraineté nationale et de la démocratie. Ils contribuent à la mise en œuvre du principe énoncé au dernier alinéa de l'article 3 dans les conditions déterminées par la loi. Titre II Le Président de la République Article 5. - Le Président de la République veille au respect de la Constitution. Il assure, par son arbitrage, le fonctionnement régulier des pouvoirs publics ainsi que la continuité de l’État. Il est le garant de l’indépendance nationale, de l’intégrité du forum et du respect des traités. Article 6 - Le Président de la République est élu pour trois mois, renouvelable une seule fois, au suffrage universel direct uninominal à deux tours. Les candidats à l’élection présidentielle doivent être inscrit sur le forum depuis plus de sept jours et doivent se prononcer candidat au moins sept jours avant l’élection dans le sous forum de la Cour Suprême. Article 7. - Le scrutin présidentiel est ouvert sur convocation du Gouvernement. L’élection du nouveau Président a lieu deux jours au moins et trois jours au plus avant l’expiration des pouvoirs du président en exercice. Les modalités du déroulement du scrutin présidentiel sont fixées par les Livres I et III du Code Electoral En cas de vacance de la Présidence de la République pour quelque cause que ce soit, ou d’empêchement constaté par la Cour Suprême saisie par le Gouvernement ou cinq députés et statuant à la majorité des deux tiers de ses membres, les fonctions du Président de la République, sont provisoirement exercées par le Premier Ministre. En cas de vacance ou lorsque l’empêchement est déclaré définitif par la Cour Suprême, le scrutin pour l’élection du nouveau Président a lieu, sauf cas de force majeure constaté par la Cour Suprême, sept jours au moins et quinze jours au plus après l’ouverture de la vacance ou la déclaration du caractère définitif de l’empêchement. Les résultats de l’élection sont proclamés par la Cour Suprême Article 8. - Le Président de la République nomme le Premier ministre. Il met fin à ses fonctions sur la présentation par celui-ci de la démission du Gouvernement. Sur la proposition du Premier ministre, il nomme les autres membres du Gouvernement et met fin à leurs fonctions. Article 9. - Le Président de la République préside le conseil des ministres. Article 10. - Le Président de la République promulgue les lois dans les trois jours qui suivent la transmission au Gouvernement de la loi définitivement adoptée. Il peut, avant l’expiration de ce délai, demander au Parlement une nouvelle délibération de la loi ou de certains de ses articles. Cette nouvelle délibération ne peut être refusée. Article 11. - Le Président de la République, sur proposition du Gouvernement peut soumettre au référendum tout projet de loi portant sur l’organisation des pouvoirs publics, sur des réformes relatives à la politique économique ou sociale de la nation et aux services publics qui y concourent, ou tendant à autoriser la ratification d’un traité qui, sans être contraire à la Constitution, aurait des incidences sur le fonctionnement des institutions. Lorsque le référendum a conclu à l’adoption du projet de loi, le Président de la République promulgue la loi dans les trois jours qui suivent la proclamation des résultats de la consultation. Article 12. - Le Président de la République peut dissoudre l’Assemblée Nationale. Les élections générales ont lieu sept jours au moins et douze jours au plus après la dissolution. Il ne peut être procédé à une nouvelle dissolution dans le mois qui suit ces élections. Article 13. - Le Président de la République est le modérateur et l'administrateur du forum. Le Président de la République détermine la politique de la nation. Article 14. - Les actes du Président de la République sont contresignés par le Premier ministre et, le cas échéant, par les ministres responsables. Article 15. - Le Président ne peut faire l'objet d'une poursuite judiciaire lors de la durée de son mandat. En cas de manquement à la loi d'extrême gravité, une procédure d'empêchement conforme à l'Article 7 sera enclenchée. Titre III Le Gouvernement Article 16. - Le Gouvernement conduit la politique de la nation. Il dispose de l’administration et de la force armée. Il est responsable devant le Parlement. Article 17. - Le Premier Ministre est le modérateur du sous forum « Premier Ministre » Article 18. - Le Premier ministre dirige l’action du Gouvernement. Il assure l’exécution des lois. Il peut déléguer certains de ses pouvoirs aux ministres. En l’absence du Président de la République, il est le seul habilité à le remplacer à la présidence d’un conseil des ministres. Article 19. - Les ministres sont chacun modérateur de leur sous forum respectif. Article 20. - Les fonctions de membre du Gouvernement sont incompatibles avec l’exercice de tout mandat juridictionnel, de toute fonction de représentation professionnelle à caractère national Article 21 - . Le ministre du Budget dirige l'action de la Cour des Comptes La Cour des Comptes est investie par le Conseil de la République La Cour des Comptes a pour mission de tirer les conclusions de la politique économique suivie sur les comptes de la nation. Titre IV L’Assemblée Nationale Article 22. - L'Assemblée Nationale est composée de 15 députés élus au suffrage universel direct proportionnel à prime majoritaire à un tour Les députés de la nation siègent pour un mandat de deux mois renouvelable. Article 23. - Les élections législatives doivent avoir lieu deux jours au moins et trois jours au plus avant l’expiration du mandat des députés en exercice. Les modalités du déroulement du scrutin législatif sont fixées par les Livres I et II du Code Electoral Article 23-1. - Dans le cas ou l’Assemblée Nationale n’a effectué aucun vote durant 30 jours consécutifs, le président de la république en accord avec la majorité des députés, pourra prolonger d’un mois le mandat électoral des députés de l’Assemblée Nationale. Article 24. - Le Président de l'Assemblée Nationale est un député élu par les membres de l'Assemblée Nationale. Il doit être choisi par la majorité absolue des députés. Il conserve ses droits et devoirs de député En cas d'égalité, c’est le membre le plus ancien sur le forum qui l’emporte. Le Président de l'Assemblée Nationale est mandaté pour la durée de la législature. Il est le modérateur du sous forum « Assemblée Nationale » Article 25. - Le député élu au scrutin uninominal majoritaire uninominal dans le cadre régional est le modérateur du sous-forum dédié à sa région. Article 26. - 26.1 : Deux députés au minimum peuvent se regrouper en groupe parlementaire. Le droit de vote des membres du Parlement est personnel. Le vote des députés est secret. Les députés ne peuvent utilisés de procuration lors du vote des lois. Toutefois en cas d'absence prévue d'une durée supérieure à cinq jours, un député peut désigner un suppléant. Le suppléant à un député doit être électeur et ne détenir aucun mandat juridictionnel 26 - 2 : Entre le 1er et le 5ème de chaque mois, le président de l'assemblée nationale effectue un rapport qu'il envoie à la Cour Suprême. A côté du nom de chaque député est écrit un pourcentage ; celui-ci représente le nombre de fois où il a participé au vote. Si ce pourcentage est inférieur à 75 %, la Cour Suprême décrète l'absence de salaire pour ce membre. Article 27. - Le calendrier des débats et des votes est décidé par le Président de l’Assemblée Nationale. Le Premier Ministre est chargé de remettre au Président de l’Assemblée Nationale les projets de lois adoptés en Conseil des Ministre. Un groupe composé au minimum de trois députés peut déposer une proposition de loi sur le bureau du Président de l’Assemblée Nationale. S'il apparait au cours de la procédure législative qu'une proposition ou un amendement n'est pas du domaine de la loi ou si leur adoption aurait pour conséquence soit une diminution des ressources publiques, soit la création ou l'aggravation d'une charge publique, le Gouvernement peut opposer l'irrecevabilité. Les débats doivent durer au minimum 72 heures dans le sous forum hémicycle, accessible en écriture uniquement aux députés et aux membres du gouvernement. Le vote doit débuter 24 heures après la fin du débat dans le sous forum « vote des députés » accessible uniquement aux députés, sur une durée de 72 heures Pour être validé, un projet de loi ou une proposition de loi doit obtenir la majorité des suffrages exprimés et avoir vu au minimum quatre suffrages exprimés En cas d’égalité, la voix du Président de l’Assemblée Nationale est prépondérante. Article 28. - Des amendements peuvent avoir lieu durant le débat. Un projet de loi peut être amendé par deux députés au minimum. Une proposition de loi peut être amendé par deux députés au minimum ou un membre du gouvernement. Le débat sur la loi est suspendu durant le vote de l’amendement. Celui-ci est voté pendant 24 heures. Article 29. - Les séances de l’Assemblée Nationale sont publiques. Le compte rendu intégral des débats est publié au Journal officiel par le Président de la République. Article 30. - L’initiative des lois appartient concurremment au gouvernement et aux députés. Les ministres doivent présentés leur projet de loi par un exposé des motifs. Les groupes parlementaires sont invités à y répondre. Les députés sont invités à poser des questions au gouvernement. Aucun membre du gouvernement ne pourra s'y soustraire. Chaque groupe parlementaire peut poser 12 questions durant l'ensemble de la législature. Les membres non inscrits pourront poser 3 questions durant la législature Article 31. - L’Assemblée Nationale met en cause la responsabilité du Gouvernement par le vote d’une motion de censure. Cette motion doit être présenté par trois députés au minimum. Le vote ne peut avoir lieu que quarante-huit heures après son dépôt. Seuls sont recensés les votes favorables à la motion de censure qui ne peut être adoptée qu’à la majorité des membres composant l’Assemblée. Article 32. - Lorsque l’Assemblée nationale adopte une motion de censure ou lorsqu’elle désapprouve le programme ou une déclaration de politique générale du Gouvernement, le Premier ministre doit remettre au Président de la République la démission du Gouvernement. Titre V La Cour Suprême Article 33. - La Cour Suprême comprend trois membres. Deux membres, dont le mandat dure deux mois, sont élus par l’Assemblée Nationale. Au moment de leur renouvellement, les candidats souhaitant devenir membres de la Cour Suprême doivent annoncer leur candidature au moins 7 jours avant l'élection. Il y a deux votes, l’un réservé au(x) candidat(s) de la majorité parlementaire, l’autre réservé au(x) candidat(s) de l’opposition parlementaire. Un troisième membre nommé par le président assure la présidence de la cour pour quatre mois, une même personne ne peut présider la Cour Suprême qu’une seule fois. Il a voix prépondérante en cas de partage. Il est le modérateur du sous forum « Cour Suprême » En sus des trois membres prévus ci-dessus, font, de droit, partie à vie de la Cour Suprême les anciens Présidents de la République avec une voix uniquement consultative. Article 34. - Les fonctions de membre de la Cour Suprême sont incompatibles avec celles de ministre, député, dirigeant de parti politique ou de formation syndicale. Article 35. - La Cour Suprême veille à la régularité de l’élection du Président de la République. Elle examine les réclamations et proclame les résultats du scrutin. Article 36. – La Cour Suprême statue, en cas de contestation, sur la régularité de l’élection des députés. Elle en proclame les résultats. Article 37. - La Cour Suprême veille à la régularité des opérations de référendum. Elle en proclame les résultats. Article 38. - Les lois peuvent être déférées à la Cour Suprême, avant leur promulgation, par le Président de la République, le Premier ministre, le président de l’Assemblée nationale, ou trois députés avant leur parution au Journal Officiel. Dans le cas prévu à l’alinéa précédent, la Cour Suprême doit statuer dans le délai de trois jours. La saisine de la Cour Suprême suspend le délai de promulgation. Article 39. - Une disposition déclarée inconstitutionnelle ne peut être promulguée ni mise en application. Les décisions de la Cour Suprême sont souveraines et ne sont susceptibles d’aucun recours. Elles s’imposent aux pouvoirs publics et à toutes les autorités administratives et juridictionnelles. Titre VI De l’autorité judiciaire Article 40. - Le Président de la République est garant de l’indépendance de l’autorité judiciaire. Article 41. - 41.1 : Le Médiateur de la république est nommé par le Garde des Sceaux, en accord avec le Président de la République et le Président de l’Assemblée Nationale, pour une période de trois mois renouvelable sans limitation du nombre de mandats. Il est le modérateur du sous forum « Médiateur de la république ». En cas d’absence, d’incompétence ou d’abus avérés dans ses fonctions, le Médiateur de la République peut être révoqué par le garde des sceaux en accord avec le président de la république. 41. 2 - Si le médiateur de la République juge qu'une plainte n'est pas fondée, il peut déclarer la plainte irrecevable. Cependant, si le dépositaire de la plainte n'est pas en accord avec cette décision, il peut, à condition d'obtenir l'appui de trois députés dont au moins un de la majorité parlementaire et au moins un hors-majorité parlementaire, déposer un recours devant la Cour Suprême. Si la Cour Suprême donne raison au dépositaire de la plainte, le Médiateur de la République devra rouvrir le dossier et le traiter. Article 42. - La Cour suprême est la seule juridiction frôceuse compétente. Elle organise et juge les procès dans le sous forum "Tribunal" Le Président de la Cour Suprême est le modérateur du sous forum «Tribunal». Le Tribunal est donc constitué de 3 Membres. En cas de partage des voix, le Président de la Cour suprême a voix prépondérante. Il est également administrateur du forum. Article 43. - Le bannissement définitif ne peut être prononcé qu’à l’unanimité. La décision de la Cour Suprême est définitive. Article 44. - La Cour Suprême est le second degré de juridiction. En cas de partage des voix, le Président de la Cour Suprême a voix prépondérante. La Cour Suprême, une fois saisie, réalise le procès et doit statuer dans un délai de quinze jours. Le bannissement définitif ne peut être prononcé qu’à l’unanimité. Sa décision est définitive sauf si de nouvelles preuves déterminantes à charge ou à décharge font leur apparition auquel cas un second jugement toujours auprès de la Cour Suprême est rendu possible. Article 45. - Dans chaque sous forum « Tribunal sont créés deux salles : une salle d'audience accessible en écriture aux membres de la Cour Suprême et aux partis du procès et une salle de huis clos accessible uniquement aux membres de la Cour Suprême et servant aux délibérations. Article 46. - Le bannissement préventif ne peut être prononcé que par le Président de la Cour Suprême ou le Président du Conseil de la République, uniquement pour des cas de force majeure. Titre VII Du Conseil de la République Article 48. - Le Conseil de la République est formé de citoyens volontaires pour cette charge. Il est formé de joueurs choisis pour leur sagesse, leur pondération, leurs compétences, leur expression ou leur habitude du RPG. Tout citoyen frôceux au casier judiciaire vierge peut s'y porter candidat. Les membres déjà présents décident d'accepter, de rejeter ou d'ajourner d'autres candidatures. Article 49. - Un membre du conseil ne peut pas adhérer à une formation politique ou syndicale ni être journaliste dans un journal non neutre. Un membre du Conseil ne peut être élu à aucune fonction politique. Il ne peut recevoir aucun autre mandat public ni exercer aucune charge autre que celles définies par les dispositions particulières désignées aux articles 21, 54 et 55 de la Constitution Article 50. - Les membres du Conseil ont un mandat illimité. Article 53. - En tant que Meneurs de Jeu, les membres du Conseil de la République ont notamment pour mission de scénariser le jeu et de se charger de l'actualité internationale avec l'aide du dé. Article 54. - Le Conseil de la République a pour organe officiel le journal le Mônde grâce auquel ses membres apportent leur concours en rédigeant des articles qui déterminent les conséquences scénarisées des lois promulguées, et plus généralement de l'action des joueurs. Article 55. - A travers l'INSEEF ( Institut National des Statistiques et Etudes Economiques Frôceuses ), les membres du Conseil de la République mesurent le taux de croissance, le niveau de l'inflation et déterminent l'évolution de la courbe du chômage et des différents indicateurs économiques et sociaux. L'INSEEF fournit tous les chiffres de base à l'exception des sondages d'opinion et des enquêtes publiques. Article 56. - La Cour des Comptes est seule habilitée à élaborer la Loi de Règlement. L'INSEEF est seul habilité à définir les bases structurelles et conjoncturelles de la Frôce. Le Conseil de la République est seul habilité à déterminer les conséquences réelles exactes des lois. Article 57. - Le Conseil de la République et tous les organes qui en émanent ont devoir de neutralité et de bienveillance.
