Anne Blackstone was a Manticoran citizen and an officer of the Royal Manticoran Navy. Holding the rank of Lieutenant in 1529 PD, she worked in an RMN recruiting office in the capital city of Landing. She convinced Travis Long to enlist in the Navy after she realized he was unwilling to participate in the robbery of a nearby jewelry store by some of his friends. When these "friends" tried to implicate Long as the mastermind of their crime later, Blackstone appeared in court to testify in his favor, and the judge dismissed the charges against the young recruit.
