The representative of the Secretary of Defense was called to Cheyenne Mountain in 1974, to decide on whether to retaliate against the Soviet Union, after ballistic trajectory data regarding an imminent attack on the United States arrived at NORAD. As the President and most of his staff were away for the SALT II talks at Vladivostok, he, some of the members of the war room, and the Chairman of the Joint Chiefs of Staff were forced to make the decision themselves. However, when Big Boss called the Chairman to explain that the missile data was actually fake, and attempted to give proof of his identity, the representative was reluctant to believe him, thinking that it was a trick. When a convinced Chairman attempted to abort the retaliatory nuclear strike, the representative held him at gunpoint, with the other members of the war room also mutinying. The standoff was later resolved after the false data transmission was halted, due to the actions of Big Boss.
