US ICBMs were under the SAC until 1992, then spent 17 years as part of Space Command before becoming part of the new Global Strike Command in August 2009. These missiles remain on high alert, but aren't currently targeted on anything. This effectively means that they could launch with 15 minutes warning, which serves the US just fine.
