Pam Kim is a Lieutenant at the local Naval hospital where suspected rapist Jeremy Davison was taken to for treatment after being shot by a Marine wife whom he was about to attack. Anthony DiNozzo flirted with Kim in hopes of getting him and Caitlin Todd into the patient's room, to question him and take fingerprints; he first tried to buy her lunch, but she turned him down by revealing that she was engaged to be married, and had brought her own lunch. His second approach had a better success at getting at least Kate into the room for the prints.

Her final appearance was in Frame-Up (episode) where she was one of the possible suspects who the team believed could have framed DiNozzo for murder; it turns out that she broke up with her then-fiancee to pursue a relationship with Tony, but it didn't last too long and she resented him for that. She was later found innocent and released without charge.
