| - The film opens with a little girl learning that her pet turtle has given birth to four baby turtles. Due to financial struggles, the girl's father decides to get rid off the turtles by flushing them down the toilet, so they wind up in the sewer. Meanwhile, a freak road accident causes a truck carrying nuclear waste to crash. The chemicals leak down a drain and mix with the turtles as well as a mysterious rat. The rats decide to raise the turtles as his own children as they begin to feel the effects of their exposure and mutate. Years later, the rat goes by the name of Splinter and acts as both a father and sensei to the four turtles, who he has named Leonardo, Donatello, Raphael and Michelangelo and trained as ninjas. On their birthday, Splinter reveals his gift to them to be four large trenchoats, hats and sunglasses; disguises to be worn, allowing them to visit the surface world. The turtles are overjoyed by this idea and depart to explore New York, promising Splinter they will behave. However, a problem arises almost right away; Raph and Leo disagree over what direction to take to get to Times Square so Raph splinters off from the group. The other three eventually happen upon a pizza shop and decide to buy some, immediately falling in love with the product. Elsehwere, Raph spots a young woman being hassled by a street gang known as the Purple Dragons. They chase her down into the subway, so Raph follows them. He confronts the gang and tells them to step down, but they instead attack him. Raph manages to fight them off, but the woman falls and knocks herself out. Raph, not knowing how to handle the situation, returns to the sewer hideout to consult Splinter. Splinter and Raph watch over the unconcious woman until the others arrive back. They are shocked to see a human in their home, but Splinter explains that Raph only did what he thought was right. The woman wakes up and at first reacts in horror, but soon comes to accept what she sees. Splinter explains their origins to them, but is secretive about his own past. The woman then introduces herself as April O'Neil. Once they are sure April's head wound is fine, they allow her to return to the city above. Splinter cautiously allows the turtles to return as well, but only in disguise and at night. April is revealed to be an assistant to scientist Baxter Stockman, who has been working to perfect his robotic creations, known as Mousers; small, robotic units designed to seek out and eradicate sewer rats. Stockman is having issues however as the Mousers have been randomly malfunctioning. He decides to send some them into a drainage pipe as a test run. Stockman's Mousers briefly catch sight of the turtles. Stockman becomes convinced that there is something living in the sewers, so April approaches the turtles and warns them of Stockman's findings. Behind Splinter's back, they sneak into Stockman's lab late one night to intimidate him. While there, Donnie becomes fascinated with all the technology to be found and takes some of the Mousers back with him. The following day, April finds Stockman in a state, blabbering about alien creatures which visited him in the night. Later, April is walking home and is again confronted by the Purple Dragons, and is again rescued, but this time by a different source. She recognizes her hockey-mask wearing hero to be Casey Jones, a local high school dropout turned vigilante. She promises to keep his identity quiet in gratitude by him saving her, but is put off by him at the same time. The Purple Dragons, meanwhile, angry at having gotten screwed over twice, find out where April works and decide to break into Stockman's lab. Stockman happens upon their intrusion and the situation escalates until a fire breaks out. The gang flees, but Stockman tumbles into a prototype teleporter housed in the lab, which shockingly works. However, a common housefly lands on his clothes as he falls in. Stockman is teleported to safety as the lab is destroyed and is seemingly fine. However, all of his work has been lost. Splinter discovers the Mousers Donnie took and learns of what the turtles did, berating them for it.He then grounds them and refuses to let them out of the sewers. Meanwhile, Stockman attempts to rob the local bank using Mousers, but fails. April recognizes the technology on a news report, but is unable to find Stockman, who is missing and presumed dead after the lab explosion. Stockman sets up a makeshift lab on the waterfront and sends the Mousers to retrieve supplies for him. A number of break-ins happen across the city. Both April and Casey try to investigate and run into each other, leading to a romantic interest developing. Stockman begins to slowly transform into a half-human, half-fly type monster as a result of his DNA being scrambled with that of a fly. He also sends Mousers into the Purple Dragon clubhouse, revealing them to be bombs and blowing most of the gang away. The leader, Hun, survives but is knocked out, so Stockman brings him back to his lab. Stockman sees April snooping around a crime scene and confronts her. She recoils in horror at what he has become, so he kidnaps her and brings her back to the lab as well. When the turtles learn that she has gone missing, Donnie hatches a plan to use the Mousers to locate her. They discover Stockman's lab and decide to sneak out against Splinter's orders to rescue her. Meanwhile, Stockman reveals his new nanotechnology to April and injects Hun with some. The turtles arrive before he can inject April as well, but Stockman releases Hun and he fights the turtles on Stockman's orders. As Stockman is about to inject April, Casey arrives and throw a loose wire at Stockman, knocking him into the water and electrocuting him to death. Hun pursues the turtles down beneath the lab as Casey and April escape. April is so overjoyed to see him that she kisses him. Hum begins to tear down the supports, so the turtles escape by diving into the water as the dock collapses on top of Hun, crushing him. April introduces the turtles to a shocked Casey before they decide they had better get back to the sewer. April thanks them and they leave. Casey then asks April if she'd like to go for coffee. The turtles get home but their high spirits are dampened by Splinter. However, Splinter reveals that they did the right thing, but then jokes that they still defied him and forces them to do flips as punishment.
