Waylon Jones was born in Hell's Crucible, a rundown slum in Gotham City with a horrifying skin condition that gave him a scaly look. Waylon would face ridicule for his appearance, which would give him a deep resent against the world and the system.
After his arrest the criminal psychologist Hugo Strange would take an interest in him. Hugo organized a plan to help him escape and fake his death. Hugo seeing potential in Jones would take him as a protégé. Helping refine his combat abilities and setting him up as an up-and-coming player in the criminal underworld. Donning a trench coat and hat that hid his appearance, Croc began a campaign to shake things up in Gotham which would scare the existing organized crime groups. Though he served under Strange, Croc was the one who ran the day-to-day operations.
Strange had a plan to destroy Gotham from within.
