Uranus, Neptune and Pluto formally introduce themselves as Sailor Senshi of the Outer Solar System. They explain to her that they protected the Solar System from a distance since the days of the Silver Millenium. However when they had been reborn in the current era, the Death Busters had already made a foothold on the planet. They explain that Mugen Academy has had occurrences of shifting space and that it is their duty to defeat the one enemy who could bring the planet to ruins. They state that the problem is theirs and that they do not need help from the other Senshi. When asked about the talismans, they say that the talismans are directly linked to their greatest enemy; who they refer to only as "the Goddess of Destruction." Doing more research, the original five Sailor Senshi find out that the Professor Tomoe is heavily connected to the academy and that he did research on the development of superhumans. A fire in one of his research facilities led to the death of his wife and seriously injured his nine-year-old daughter, Hotaru. Elsewhere, Kaorinite speaks with Pharaoh 90 and he states that the immensely strong Taioron Crystal is losing its vigor and energies. In order to succeed they need the infinite power that they sense from the Silver Crystal. Kaorinite send the last of the Witches 5, Cyprine, to kill the Sailor Senshi and attain the Holy Grail from them. She immediately starts searching for Haruka and Michiru. Chibiusa decides to go and visit Hotaru in hopes to learn more about Professor Tomoe's actions. Upon surprising Hotaru, Chibiusa sees Hotaru's mechanical arms and runs off. Hotaru, angered that she scared off her only friend, discards the Taioron Crystal and Setsuna, Michiru, and Haruka see her, wondering if she is the goddess of destruction. A thunderstorm starts brewing and hail unexpectedly comes pouring down on Tokyo. Cyprine ambushes Haruka at her apartment and Sailors Neptune, and Pluto join the fight. Meanwhile, the four Inner Sailor Senshi see that people are breaking out in riots and head up to join the battle with the Outer Senshi. Cyprine uses her power to turn the Inner and Outer Senshi against one another. When Sailor Moon tries to destroy Cyprine, a twin, Ptilol, splits away from Cyprine and they are unaffected by the attack. Sailor Chibi Moon and Tuxedo Mask try to stop the Senshi's infighting but are attack as well. Sailor Moon combines her power with Tuxedo Mask and Sailor Chibi Moon and they create the Holy Grail.
