William Bailey was a theatre proprietor and local politician in the Marylebone area. In 1892 he formed a partnership with A E Oliver to take over the Marylebone Theatre, which they renamed the West London Theatre of Varieties. In 1904 he was elected to the London County Council as a Moderate Party councillor representing Marylebone West. He served only a single three-year term and stood down at the 1907 council election. In 1908 he was declared bankrupt, and in 1910 the West London Theatre closed, being converted into a cinema.
