It is also possible that they are control panels, as evidenced from when Nathan McNeill uses one to deactivate ADS Cannon 47, which would later become a Save Station. Another possibility is that they are publicly open multi-purpose computer terminals; at least one of them has a telephone sign next to it, indicating that they might be used for communication.
