When its department was disbanded, the Elm protested the Board's decision and claimed the purpose of the DIO had been misinterpreted, but it, like Peter Piper and Justin Agent, was exiled from the PPC—in its case, to Arda during the Ages of the Stars, a time period about which no fics are written. But you don't know that.
