The M78, and the rifles on which it is based, the M62 and M76, are updates of the venerable AK-47 design. Starting with a licensed version of the AK-47 receiver, Valmet set about upgrading the design at every point. Another move toward increased accuracy was the upgraded sights. As well as the standard version chambered for 7.62×39mm M43 ammunition, variants of the M78 have also been produced chambered for 5.56×45mm NATO and 7.62×51mm NATO ammunition.

Режимы огня — непрерывный и одиночный — задается флажковым переводчиком-предохранителем. Valmet M78 от РПК отличается установкой мушки, креплением и конструкцией сошек, наличием пламегасителя, оформлением пистолетной рукоятки и приклада, наличием рукоятки переноски, цельным вентилируемыми цевьем-накладкой, магазинами, в том числе магазин от штурмовой винтовки. Пулемет M78 по сравнению с автоматами Valmet был оснащен более тяжелым толстостенным и удлиненным стволом, однако возможности его замены в случае перегрева не имеется. Питание оружия патронами осуществляется из отъемных магазинов, совместимых с автоматами серии Valmet, емкостью на 30 патронов и барабанов — на 75 патронов. Пулемет комплектуется складной двуногой сошкой, установленной под стволом и деревянным прикладом специальной формы. Цевье изготовлено из дерева (ранние варианты) или пластмассы. На цевье предусмотрена возможность крепления складывающейся ручки для переноски пулемета.Также Valmet M78, аналогично автоматам может оснащаться штык-ножом.Кроме основной модели Valmet M78 калибра 7.62х39 мм фирмой Valmet был налажен выпуск пулеметов под калибры 7.62х51 мм и 5.56x45 мм НАТО, предназначенных в основном на экспорт.Чуть позже на базе пулемета Valmet M78 была создана снайперская винтовка Valmet M78/83S.
