He served five terms in the U.S. Congress, representing the 12th Congressional district in southern California from 1937 to 1947. Voorhis was defeated for reelection in 1946 by future President Richard Nixon. In a campaign that foreshadowed his 1950 Senate campaign against Helen Gahagan Douglas, Nixon repeatedly insinuated that Voorhis was "soft on Communism". After his defeat, Voorhis, a strong advocate of cooperatives, became president of the Cooperative League of the USA, where he served until his retirement in 1968.
