Harkins was chosen 133rd overall by the New York Islanders at the 1989 NHL Entry Draft. He then played for Bowling Green University until 1993. The next year he joined the Florida Panthers and in 1996-97 rejoined the Bruins. In each of these years he played some games in the NHL. His last games in that league were with the Columbus Blue Jackets in 2001-02. The following year Harkins left for Europe and played in Sweden and Finland until his retirement in 2008. In the NHL he played in 78 games and scored 6 goals and 30 assists.
