Sipak acknowledged that he would only serve as President Pro Tempore for a short time in a speech to the Council and pledged to maintain stability until the election was held. Captain Jean-Luc Picard believed Sipak had the temperament to achieve this goal. Though his term was quite short, President Pro Tempore Sipak did undertake a small number of substantive policy decisions. He ordered Fleet Admiral Leonard James Akaar to drop all charges against Captain Ezri Dax and the others who helped Doctor Julian Bashir deliver a cure for the Andorian reproductive crisis. These officers were returned to their assignments and were issued commendations for their actions. (Bashir, however, was still required to answer for what he had done.)
