Prior to the events in Sub Rosa (episode), he worked at the personnel office at the Norfolk Naval Base for little over a year before quitting. One of his colleagues, Sean Travis killed and took the identity of a submariner who was assigned to the USS Philadelphia, attempting to carry out a sarin gas attack but thanks to Leroy Jethro Gibbs, his plan failed although Travis/Drew swallowed the canister before killing himself which was a back-up plan. Fox's final fate is unknown but it's presumed that he and the other surviving members of the group were all eventually arrested for their involvement in potential terrorist attacks against the Navy.
