Samuel Hopkins was a member of the first Continental Congress. James T. Kirk believed that it was he who said that he had never encountered an issue so dangerous that it couldn't be talked about. In 2270, he quoted this phrase during a discussion of the merits of genetic engineering with Spock and Leonard McCoy. (TOS novel: The Rise and Fall of Khan Noonien Singh, Volume 1) In actuality, it was Stephen Hopkins, not Samuel, who said this, and even then only as a character in the musical 1776.
