"Chief" Richard Borton is a police officer and a minor character in the horror novel, It. Taking over from the retired Jim Sullivan, he was the head police chief of Derry during a majority of the 1950's. In late April of 1958, Borton imposed a strict curfew law in response to the several child killings and disappearances that were occurring during the time. It was also Borton who had interrogated and arrested Richard Macklin (three months after imposing the curfew) for the murder of Dorsey Corcocan (Macklin's younger step son).
