During a session of the Galactic Senate in 32 BBY, Supreme Chancellor Finis Valorum reluctantly cited Section 523A in support of Trade Federation Senator Lott Dod's request that a commission be sent to Naboo to investigate Queen Amidala's claim that the Federation's droid armies had invaded the planet. Despite Valorum's reluctance—in fact, he felt that procedural regulations were a plague to the Republic and only cited the regulation after receiving advice from his Vice Chair Mas Amedda and Staff Aide Sei Taria—Amidala called a Vote of No Confidence in his leadership, and he was ultimately ousted from his position.
