Kaiser Permanente (real name unknown, Born sometime between 1960 and 1990) is the enigmatic ruler of Kindergarten. Has recently joined Nordreich, and enjoys creating propaganda for Greater Germany. Though publically, he is a man of few words, his messages are always to the point, never having political double-talk.
