Bornar was a 24th century Cardassian individual who served his people as the Cardassian Union's ambassador to Romulus. He was an extremely obese individual and often drifted in and out of sleep. Ambassador Bornar was the only Cardassian individual at the embassy who knew "Elim Vronok's" true identity and his status as an Obsidian Order agent. Bornar introduced Garak to Senator Pelek.
