Larry Hertzog was a CIA official at the CIA headquarters in Langley, Virginia. CTU Los Angeles agent Tony Almeida and his wife Michelle Dessler applied for positions under Hertzog at CIA headquarters. During Day 3, Larry called Tony to inform him that there was no position available for Michelle. Tony reported, after the call ended, that Larry claimed it was because funding was unavailable until after the Presidential election between incumbent David Palmer and Senator John Keeler.
