Built in 1078, The Tower of London has severed as a palace, a fortress, a royal zoo, and as a prison for aristocratic enemies of the state. Many people are familiar with the famous prisoners executed within its walls, but few know that most were rival Cahills the Lucians wanted to eliminate. In addition to killing their enemies, the Lucians also used the Tower of London for top secret meetings. The fortress's thick stone walls ensured that no one would overhear the Lucians' diabolical plans. This is where the Clue Salt was hidden. Janus agent Sir Walter Raleigh was held here for 13 years until he was executed. He had tried to shift the Clue away from the Tower of London to Virginia, where he had a colony.
