Rachel Natalie Dowlearn (née Nowak; born October 17, 1968) is an American diplomat who served as United States ambassador to Isokyria from 2014 to 2017. She was nominated by President Barack Obama and confirmed by the United States Senate 100-0 in 2014. As ambassador, she represented the United States' in the U.S. Embassy in Hufo, where she resided during her tenure. She reiterated the US' position regarding Isokyria's policy on LGBT persons, urging progressive reform and increasing pressure on Isokyria to end its controversial "gay treatment" practices.
