Rebecca was a member of National Catastrophe Relief Auxiliary - Response Unit MD-478 before and shortly after the Great War. She deserted her post along with Dolores and several survivors, and they all presumably headed for a nearby vault in the hope of finding shelter. She was trusted with the keys to the canteen and artesian well.
