The Vek'lar was a Argus-class battle cruiser that saw service with the Romulan Star Empire during the 23rd century. (Ship Recognition Manual, Volume 2: Starships of the Cardassian Union) In 2366, the Vek'lar crossed the Romulan Neutral Zone and destroyed several Federation outposts along the Zone. The ship was engaged by the USS Enterprise and defeated. This ship is meant to represent the vessel seen in TOS: "Balance of Terror".
