The Vlugtans were a spacefaring species whose government controlled the mineral-rich Vlugta asteroid belt. They used isiks as their currency. In 2370, according to a story told by the con artist Alsia, the Vlugtans accepted her bid to begin mining the asteroid belt, although she was told to conduct a study on the effects the mining would have on "intersystem navigation". (DS9: "Rivals") This species was only mentioned in dialogue.
