The original Outer Heaven was created by Big Boss in 1971. Outer Heaven was later taken down by Solid Snake and it was soon disbanded. Five years after the Big Shell Incident, a newly formed Outer Heaven was created in respect of Big Boss's ideologies by Liquid Ocelot, to create the most powerful army the world had ever seen.
