Phil Herrick is a reporter for MeTV News who is sent to Little Havana to report on the gang war between the Trailer Park Mafia, the Cholos and the Los Cabrones. Herrick reports that some locals believe that Los Cabrones and the Trailer Park Mafia are working together to force the Cholos out of Vice City. He seems to have a bad relationship with co-worker Jenny Mitchell, who he calls "wench".
