Starbase 64 was a United Federation of Planets facility active during at least the 23rd century. It is located near Andoria. Lieutenant Thress served as a Records Officer from 2246 to 2250 and would later come back as a Commodore in 2265 to serve as Commanding officer until 2270. (Star Trek: The Intrepid Adventures)
