Candles can be bought from the Candle Shop in Catherby for three to four gold pieces each. A lit candle will also spawn in the Ardougne Monastery, in the Watchtower north of Yanille, and on the floor[U.K. floor] of the sword shop in Varrock. You can also buy a lit candle from the candle seller outside of the Lumbridge Swamp Caves entrance for 1000 gold. It can also be stolen from the church on Entrana.
