The Dandelion Representative is a member of the Dandelion Organization who sought the aid of the Assassins Guild to find the children that went missing from the group's daycare. He remains at the Morocc bar for the majority of the Dandelion's Request quest as he is simply a client and nothing more. It's implied that he has some combat experience, as he helped save an adventurer towards the end of his quest. He doesn't seem to be very knowledgeable about Morocc's history.
