Chocolate Covered Kippers are a type of food in the Decap Attack universe. As the name suggests, they are presumably just fish coated in chocolate. Head suggested that Chuck D. Head could try eating this after his appetite for Slurp-A-Cheese left him following George Curdle's decision to create Slab-a-Cheese.
