Rhino Neil is a fictional character and creator of the Paradise Dome. The rhinoceros rewards the Freedom Fighters with a visit to the Dome after saving it from a routine Badnik attack. Neil accidentally calls Sonic the Hedgehog "spikeball" when the hedgehog refuses a short break, revealing Rhino to actually be Doctor Robotnik in disguise.
