Terry Targo's IMF dossier listed his expertise in demolitions, safes, and vaults. He accompanied Dan Briggs to Santa Costa in order to obtain two nuclear devices. While in Santa Costa, he was caught in the act of picking the lock of General Rio Dominguez, who slammed the door on his hands and broke all his fingers. Targo was no longer able to act as a safecracker.
