The referendum was to decide whether or not to continue utilising the Premier Pole Passing System, and if it should be replaced with a Single Transferable Vote System. In the Premier Pole Passing System, whichever Legislative Candidate recieves the most votes, will be the winner. This system would often result in Elections being determined by whichever party controlled the populous South Coast, leaving Northern Communities mostly ignored by the Government, despite holding 2/3's of the Provinces population. The April Election ended with the Business Party, which has traditionally held the South, forming a Majority government, leaving the Northern Communities ignored yet again.
